It can seem that way, but the dents were made at impact. Shallow hail damage is invisible in flat daylight and on light-colored paint, so it surfaces later when the lighting, your viewing angle or the cleanliness of the panel changes.
A low spot is metal still sitting below the panel's original contour — the remains of the dent. A high spot is metal pushed above it, usually from too much pressure at one point.
Hidden filler usually removes the paintless option on that part of the panel. Filler is rigid and bonded to the surface, so pushing metal underneath it can crack it or lift it instead of restoring the shape.
